Die parlamentarische Immunität umfasst zwei Aspekte: Zum einen kann ein Parlamentarier für die Meinungsäußerungen und Handlungen, die er im Rahmen seinen Mandats vollzieht, nicht haftbar gemacht werden. Zum anderen darf er nur dann strafrechtlichen Zwangsmaßnahmen unterzogen werden, wenn das Parlament dies genehmigt oder der Parlamentarier auf frischer Tat ertappt wird.
